Teacher status in the Constitution: the solid ground of the third Renaissance



The threatening events taking place today at different points of the world demand from humanity to further increase awareness and alertness, to strengthen solidarity in the path of peace and development. Naturally, the role of Youth Policy and education reform is important in addressing these global issues.
As we talk about the role of education in human maturation, the oghits of our jadid grandfathers come to life again and again in our imagination. Mahmudhaja Behbudi touched on this and said, "I will bequeathed to you. You will rub the head of the teachers who work on the path of enlightenment! Raise discord from the middle! Do not leave the children of Turkestan without knowledge".
The calls and calls of our patriotic ancestors in this regard are becoming an important program in the reforms carried out in our country today. This goal is also embodied in the fact that our president, speaking about the need for constitutional reform, pays special attention to the issue of Education, Science and innovation development, especially the comprehensive support of teachers. 
The head of our state touched on this in his address to the Supreme Assembly and our people, noting that "improving the quality of education is the only correct way of new Uzbekistan's development." It was noted that it was necessary to separately define the status of teachers, the protection of their honor and dignity in the Constitution.
It is natural to ask questions about why exactly the status of teachers should be protected at the constitutional level, whether other professions deserve such attention. Strengthening the respect of teachers and coaches at the constitutional level is actually a matter of human respect, human dignity. After all, the quality of education cannot be ensured without a satisfied teacher from a life with modern knowledge. And this requires taking care of the social and material well-being of the teacher, placing his respect in place.
Looking at international experience in this regard, the economic miracle in Asian countries such as Japan, China is associated with educational reform. Or take the experience of Korea and Singapore. They were backward countries in the 60s of the last century. As a result of a very reasonable expenditure of investiture on education, these countries have become the most advanced countries of Asia to date.
We must admit that the status of state bodies in most cases is understood by the previous Constitution, but now the status of a teacher is also being strengthened – an issue that is as important as water and air for the future of each of us and our children. The new norm serves to unreasonably intervene in the activities of schools and teachers of state bodies and other organizations, to discriminate against the honor and dignity of pedagogical personnel, to prevent their labor, to hinder the educational process, to take complex measures to prevent violations of the rights of teachers.
The cases of forced labor, which have worried our people for many years, have also been the result of loopholes in the legal status of teachers, we will say the same truth. As a result of the legal loophole, various cases of campaigners were continued by the executive authorities that discriminated against the honor and dignity of teachers. It is also true that teachers are occupied with such irrational activities as the collection of debts of the population, the formation of various lists, the filling of empty halls at boring events.
In this regard, it is worth remembering separately that in 2018, the president signed a decree prohibiting public education employees from engaging in work unrelated to service tasks, forced labor, including improvement and greening of districts and cities, seasonal agricultural work and other types of work, and the general public also diligently engaged in work to raise the value of teachers.
The fact that the status of a teacher is determined at the constitutional level indicates that the state has begun to make fundamental reforms in science, education and education. The strengthening of the rights, freedoms and obligations of the teacher through the basic law prevents them from being restricted in any way.
It should be noted that this constitutional norm serves to provide guarantees for the social support of teachers, the implementation of their professional activities, the creation of organizational and legal conditions for increasing their social status and reputation, as well as the implementation of their rights and legitimate interests. Also, the new system will be the basis for making the teaching profession attractive not only financially, but also intellectually. This means that, in its place, all the strength and resources, efforts to adequately stimulate the labor of teachers are mobilized.
It should be noted that in the time of intense information in which we live, yesterday's knowledge does not coincide with today. In particular, if 20 years ago it was understood that literacy is basically just reading a book or text, today, together with knowledge, you should be able to put it into practice. The formation of free and creative thinking in students, work in a team and communication skills assumes that the teacher works on himself without interruption, acquiring modern knowledge every day. The new norm in this sense gives teachers great motivation and impulse to their professional and personal development.
It should be noted that paragraph 7 of the UNESCO recommendation "on the status of teachers"of July 5, 1966 enshrined the principle of freedom of the educator. Also, similar rules to this norm are established in the constitutions of Germany, Portugal, Uruguay, Ecuador, Egypt. This norm serves to ensure that state bodies and other organizations are subjected to discrimination of honor and dignity of pedagogical personnel, they are forced to work, any forms of obstruction of the educational process, measures provided for by law to prevent violations of the rights of teachers.
Also, the strengthening of professional growth and social and material support of more than 685,000 teachers operating in our country by the state, ultimately serves to further increase their social status and reputation in society.
