The new Uzbekistan emerged in the conditions of modern civilization on the basis of the best practices of world statehood and principles that have become the value of our national statehood for several thousand years. It has established itself as a state with a strong position in the world community, its own word and persistent political conclusions.
I think a lot about the power of the new state of Uzbekistan today, about its outstanding essence as a state. I think about what its roots are, the basics. As a person who has seen my extensive life experience and several management methods, forms, political regimes and ideological trends, I pay special attention to the aspects of today's new Uzbekistan as a completely new and unique state, unlike any other.
It should be noted that the history of mankind has seen more and more principles of statesmen, forms, methods and techniques inherent in his reign. The Uzbek people, in particular, can say with special pride about this and that the ancient Turon – Turkestan – Uzbekistan is considered one of the volleys of world statehood. In the conditions of primitive life more than three thousand years ago, in the process of transition from polytheism to monotheism in antiquity, the origin of the process of unification around a single faith and one idea, a common parable and interest, in which various tiny tribes, seeds, rings united into a huge community, were characteristic germs of early statehood. Someone led this team, directed it, protected it from external enemies. Established a unique discipline. This is evidenced by the fact that the first ancestors laid the foundations of today's extremely civilized statehood and even the principles of world statehood.
The statehood of the Ancient East, in particular Movarunnahr –Turon–Turkestan, is distinguished by its justice, humanity, and the fact that human interests are based on a principle exalted by all. It can be said that such concepts and principles of world statehood as political morality, management culture, leadership etiquette and responsibility appeared in the world precisely on this basis and became the requirements, laws of World statehood recognized by all mankind.
Medieval statehood, associated with the name of Amir Temur, still occupies a special position in the development of world statehood. The system of extreme justice and humane governance remains a template to this day. Amir Temur is already speaking in one place: "I have opened the door of justice in every country, I have blocked the path of tyranny, Sitam," while elsewhere he says, "One day of justice is preferable to a hundred days of prayer." If I think so, I will see today's realization of this entrepreneurial experience, when the idea of justice, which is increasingly deepening in the New Uzbekistan and embracing a rough society, is protected by the inviolability, honor and dignity of every citizen. In the activities of President Shavkat Mirziyoyev, the virtue of direct communication with people, sharing their daily joys and worries, studying problems related to the fate of each person is of paramount importance. In particular, the fact that over the next month he met with people in several provinces, towns and villages, neighborhoods, entered the house of some and chatted over a cup of tea, testifies to the extreme humility, self-esteem, human rights and humanity of the head of state. In other words, people see their destiny, their future, the happiness of their children in the president, in his feelings, in love for people. This in itself leads to the common goals of society with the state, the citizen with the president. At the moment, relying on its highly reliable and loyal people, a healthy political ideological environment expresses the power of an established state.
I am very interested in the speech of President Shavkat Mirziyoyev. I will analyze in my own way his great strategic vision in an idea aimed at a great future, and I can openly say that I am jealous. Seeing him walking among people, in educational institutions, schools and kindergartens, and his childish, fatherly sincere communication with children, Amir Temur said: "I behaved with azmu Jazz. I remember saying that when I tried to do something, I didn't pull my hand away from it until I connected with my whole mind, body and finished." In fact, in the managerial activity of the head of our state, I see the determination inherent in Amir Temur, the exactingness, the completion of what he started, the enormous political will for which he is able to overcome any natural and artificial obstacles, the powerful power inherent in the head of state.
It is in this process, more than in any other, that the specific qualities of a political leader, the head of state, manifest themselves. Including:
firstly, the fact that the political leader takes a strict and unchanging political position;
secondly, the high quality inherent in a statesman who is as persistent and far-sighted as bringing to the end what he started;
thirdly, to achieve unity of work with the word that defines the entire reputation, political image of the head of state;
fourth, a high level of consistency, continuity in political views and strict exactingness in their implementation in life;
fifth, the potential for unilateral control over all spheres and directions of society, all aspects of social life, thanks to a huge amount of memory and inner willpower;
sixth, to achieve timely resolution of the issues raised and the tasks set;
Seventh, there is a high level of manifestation of Eastern managerial culture and leadership etiquette. In particular, it is a manifestation of purely human qualities, such as open political relations, lively communication with the people, walking among people, sharing their joys and sorrows, studying the dreams and goals of every citizen and being his partner.
There is another side to this question. This is a manifestation of such a unique quality as direct mastery of the best practices of modern statehood, awareness of the achievements of world civilization, the use of national experience and traditions accumulated over millennia of public administration, synthesized with the best practices of modern statehood.
In fact, in the activities and manner of work of President Shavkat Mirziyoyev, priority is given to people's governance, a sense of closeness to the people, a sense of belonging to their daily worries and joys. This leads to common goals of society with the state, the head of state and citizens, harmony of relations between them, as a result of which a deepening of the spirit of general stability and high creativity is achieved in Uzbekistan. From this point of view, we can say with firm confidence that "we will build our great future together with our noble and valiant ring."
.. Each period will have its own development factors, needs, prescriptions and life principles. Each time has its own zayli, views, attitudes, way of thinking. From this point of view, we can say that 2017 marked a completely new stage in the historical development of Uzbekistan. This is directly related to a strong and weighty political thought that corresponds to the time, meets the requirements of modern civilization, provides for the national and secular needs of today, harmonizes with the progressive experience of world statehood our national characteristics, values, methods and techniques of statehood.
Indeed, during the period of independence in Uzbekistan, in completely new historical conditions, a new statehood was founded. A legal democratic State and a free civil society were created. Radical changes have taken place in the political, legal, economic, social and spiritual spheres. In foreign policy, Uzbekistan has become an equal subject of the world community and has shown its tough political position. The most powerful and largest countries in the world are those that consider Uzbekistan, taking into account its opinions and conclusions on universal issues. Now everything should be built on this solid foundation and ensure the new development of Uzbekistan in a new era.
Based on my extensive experience, I can say that life, life expectancy and the effectiveness of any policy are manifested in its sincerity. When you are among people, you are a like-minded interlocutor with them, a joint, cohesive mentality arises, such a policy will live for a long time and have a status characteristic of its time, an example for the future. This was the strength of Amir Temur, his universal potential and his luck. This can be seen in Sahibkiron's statements: "I was aware of the state of the rayat (citizen), I saw the great in the ranks of the Aga and the small in the place of the child."
President Shavkat Mirziyoev's support of murgak children and giving them paternal affection, and his desire to ensure the progress of society towards a distant future, while keeping himself with the elderly as their children, is becoming the power of the new Uzbek state. I witnessed this in two cases. I saw the head of our state in the image of a father in the Andijan region who deeply felt the feeling that he was a brave, affectionate, child in a state of meeting with schoolchildren. And when he was in the Jizzakh region, he became the personification of the people's gross heroism in mastering Mirzachol, I learned in his extremely sincere dialogues with the famous Chulquvar Joydikhoji Abdurazzokov. Before the children I witnessed the image of a tolerant and courageous father, and before the fathers, a people's child who, under any circumstances, appreciates the exalted, puts their respect in place.
It can be said that such a pure human quality, a soul full of kindness and kindness will not be in all leaders. I've seen a lot of them. Today I am delighted that at the age of one year, our people have fathers who, like Shavkat Mirziyoev, are faithful and reverent children of our youth, who are childish, ready for anything for the prospect of the nation, who live with the desire to see the maturation of their children.
Amir Temur has another sentence. He says that" with open face, compassion, I have imbued the people with myself, acting with Justice and striving to be far from oppressive". In the conditions of today's New Uzbekistan, the qualities of open face, high sincerity, kindness are deepening in state politics.
Public policy is embedded in the hearts of the general public, every citizen, young and old. This situation itself is a sign that the value of a person is growing in society, the principles of social justice are deepened and the rights of a citizen are guaranteed. This is the happiness that we all, each of us, have to do with our achievement, our present and our great future.
At the moment, the image of every village, every neighborhood of Uzbekistan is radically changing. Cleanliness, improvement, decision-making of an ostentatious lifestyle have become a nationwide goal. Continuing education, from preschool to higher education, is undergoing significant changes, updates in all branches of the system. New buildings belonging to the social sphere are being built. Flat and smooth roads, bridges are being built. Affordable housing is being built for low-income families. Seeing such serious changes, again my mind goes to a distant past, to the era of Emir Temür statehood. Already, it comes to mind that Sahibqiron said that "I ordered the construction of mosques, madrasas, khanakoks in every city, the construction of rabbis on the road for foreign passengers, the construction of bridges over rivers." These are the specific principles of truly popular politics, a nationalistic state.
In the character of our people, in the creeds of marriage, there is a tendency to justice, compromise, open volunteerism and sincere attitude. He is making his own life with this quality. He sees his goals and aspirations in state politics and in the views of his passionate, restless leader. Our people are a creative people who can show their high spiritual-moral, educational-spiritual and intellectual potential. This mood, a national spirit, an open society are being built, a period when relations between the people and the state are becoming common, testifies to our great future.
Of course, each era will have its own figures, political leaders. The management skills, character, style of work of these leaders and figures determine the fate of society and the people. The past seven-year period in the history of Uzbekistan, we can say, ushered in a completely new period of development. This can be seen in:
first of all, the development of a solid strategy in the idea of the development of the country from a scientific and practical point of view;
secondly, the emergence of an effective mechanism for the development of bab-fold all spheres of society;
thirdly, the activity of the head of state, not knowing too fast, impetuous, fatigue;
fourth, the continuous control of the work started and the completion of the completion is achieved;
fifth, the very sincere, folksy, benevolent political path of the head of state.
In this way, the new Uzbekistan began a new stage of its development in completely new historical conditions. It is establishing itself as the fastest growing country in the world community.
