At the meeting of the United Nations General Assembly on December 14, 2022, the resolution "on strengthening the role of parliaments in accelerating the achievement of Sustainable Development Goals", developed according to the initiative of our President Shavkat Mirziyoyev, was unanimously approved.
In this regard, the parliamentary commission for supervision of the implementation of national goals and objectives in the field of sustainable development of the Republic of Uzbekistan for the period up to 2030, the National Center of the Republic of Uzbekistan for Human Rights, the Center for Sustainable Development and the foundation named after Friedrich Ebert (Germany) on February 23, 2023,, an international round table is held on the issues of the formation of a culture of human rights and sustainable development in society.
At this point we know that it is worth noting the following.
Increasing worldwide attention to human dignity and rights, role and importance of parliaments and civil society institutions
First. At the UN summit in September 2015, the agenda for sustainable development until 2030 and its 17 Sustainable Development Goals (BRM) were approved. This" agenda, this is a plan of action on the path of humanity, the planet and prosperity", which is"based on the idea of strengthening universal peace in more liberal conditions, ensuring sustainable peace and progress, and is also aimed at Joint active measures by the world community to jointly eliminate the main problems existing or arising in a world that is interconnected and globalized."
The BRM is based on the Universal Declaration of human rights, the International Covenant on civil and political rights, the International Covenant on economic, social and cultural rights, and other major international treaties on Human Rights, which have their own quintessence and successor. The BRM reflects the modern worldview towards ensuring the value of Man and his rights. Brms are closely interconnected, complementary and reinforcing, aimed at ensuring the "three pillars" of sustainable development-economic, social and environmental balance.
Second. In addition to the governments of UN member states, parliaments, more than 1,500 civil society institutes took part in the development of BRM. In this sense, the BRM is certainly the result of a long consultation process between the UN, states and the "global civil society".
Third. In the 21st century, more than 100 international legal acts were adopted, which determined the obligations and tasks of states in such matters as increasing the role and importance of civil society institutions within the framework of one UN and "UN family member" international organizations, creating favorable political, legal and organizational conditions for their activities, in particular, ensuring their participation in the
After all, three interrelated issues are the participation of civil society institutions in decision – making, their "expansion and protection of the space of activity", the formation of a strong and active civil society, the essential and necessary condition for sustainable development, peace, security and stability.
Fourth. The relevant UN documents define not only the creation of favorable and necessary conditions for the activities of parliaments and civil society institutions, but also the main tasks of these institutions to achieve the BRM:
* Formation of a normative legal framework that provides for the integration of brms, issues of ensuring Human Dignity, Freedoms and rights, first of all, into the constitutions and laws of states, ensuring citizens ' participation in society and public administration, in particular in decision-making, meeting generally accepted international democratic standards and guaranteeing the effective use of Justice;
* achieve that strategies, concepts and programs that determine the progress of states serve to bring national brms to life;
* Establishment of strong parliamentary and public control over the achievement of brms, raising public awareness in this regard, assisting in ensuring the openness and transparency of the activities of state organizations;
* To provide ample opportunities for participation of citizens and civil society institutions in decision-making processes in the field of BRM;
• taking into account the National brms in the development and implementation of the state budget and allocating the necessary funds to the industry (acceptance of "BRM-oriented budgets");
* development of a system for the development and implementation of programs in the fields of human dignity, rights and freedom in society and the formation of a culture of sustainable development;
* Development of social cooperation in the field of BRM, provision and long-term support of civil society institutions with the necessary resources for the implementation of these tasks;
* ensuring the participation of women on the basis of equality in parliamentary activities, in the appointment of leadership positions, in the adoption of important decisions at all levels;
• Support of international cooperation in the field of BRM, in particular, the wider use of the capabilities of the institutions of "parliamentary and people's diplomacy", etc.
Also, the role of the institutions of Parliament and civil society in achieving the social goals of sustainable development is extremely important, which today implies the support of civil initiatives of local communities in such areas as education, science, health, ecology, social protection. In this regard, it is necessary to separately recognize that the "open budget" policy implemented in the new Uzbekistan at the initiative of the president is highly appreciated not only by our people, but also by the international community.
In a word, maintaining an inclusive policy based on the idea of "leaving no one behind", which has been observed in the countries of the world in recent years, creating responsible, effective and accountable institutions and supporting their activities, rapid development of parliamentary and public control and social cooperation, achieving solidarity in this regard are necessary and important conditions for the successful implementation of
High recognition of the initiative of our president
First of all, the unanimous adoption by the UN General Assembly of the resolution "on strengthening the role of parliaments in accelerating the achievement of Sustainable Development Goals"is an international recognition of the initiative of our President.
The adoption of more than 10 relevant resolutions of the UN General Assembly based on the proposals of Uzbekistan in recent years is the result of our president's initiatives in the field of international law.
Secondly, the Oliy Majlis is also widely talking about the capabilities of the Institute of "parliamentary diplomacy" in support of the initiative of the president of the Republic of Uzbekistan, in promoting the adoption and implementation of this resolution by the UN.
For example, the Parliamentary Forum on "global inter-parliamentary cooperation in achieving sustainable development goals" held in Bukhara in 2021, the 14th summit of female leaders of member states of the Inter-Parliamentary Union held in Tashkent in 2022, the relevant Bukhara and Tashkent declarations adopted within the framework of these international forums serve not only to achieve the BRM, but also to
Parliament also pays special attention to such issues as the adoption of laws, the principle of "human value, interests – above all else" of strategies and programs for the near and distant future on the development of society and our state, and the direction of implementing the idea of ensuring the sustainable development of Man, society and the state, the adoption of a "national The activities of the representatives of the Oliy Majlis in the Inter-Parliamentary Union, which unites 179 national parliaments around the world, are also aimed at carrying out these tasks.
Thirdly, on December 29, 2022, a joint resolution of the legislative chamber and Senate councils of the Oliy Majlis of the Republic of Uzbekistan "on measures to implement the resolution of the United Nations General Assembly "on strengthening the role of parliaments in accelerating the achievement of Sustainable Development Goals"of December 14, 2022 was adopted.
The joint decision is aimed at bringing to life the tasks set in this UN resolution and the new Uzbek development strategy for 2022-2026, as well as establishing effective social cooperation between the institutions of Parliament, executive power and civil society in achieving the national goals of Uzbekistan in the field of sustainable development.
By a joint decision, a "road map" was approved, which includes more than 50 specific measures on 13 routes. In it, in particular:
* involvement of NGOs and other civil society institutions in achieving National Sustainable Development Goals, placement of state social order in relevant areas and announcement of state grant competitions;
* priority tasks such as achieving the global and National BRM, informing the national and international public about the essence, goals and objectives of the resolution and the results achieved within the framework of the "road map" are defined.
In a word, this joint decision is in harmony with the principle established in the development strategy of the new Uzbekistan "building a nationalistic state by raising human dignity and further development of a free civil society."
The Inter-Parliamentary Union (PI) emphasizes that this resolution and joint decision of the UN will be the basis not only of the executive power, but also of the cooperation and joint action of representative and judicial institutions, civil society institutions and the business community in achieving the BRM. In this regard, it is intended to distribute them as an official document of the UN and the Pi, evaluating them as an important basis on the way to preparing for the World Summit on the BRM, which will be held in September this year.
Fourthly, the peculiarity of this round table is that the initiative to organize it was put forward precisely by civil society institutions and received parliamentary support.
According to the results of the round table, it is envisaged to sign memorandum on establishing social cooperation in the field between civil society institutions and between civil society institutions and state organizations.
That is, it is established to establish close cooperation of the Parliament, civil society institutions, executive authorities – relevant ministries and departments, the business community in achieving the BRM and implementing the tasks set out in the joint decision. This, in turn, will also serve to increase the role, importance and responsibility of these institutions in ensuring the sustainable development of our country.
Implementation of tasks in a joint decision
(on the example of civil society institutions)
It should be noted that civil society institutions not only support these initiatives of our president and the tasks set out in the joint decision, but also actively participate in its implementation.
For example, a number of non-governmental non-profit organizations of the Federation of Trade Unions of Uzbekistan, the National Association of non-profit organizations of Uzbekistan, the nationwide movement "yuksalish", the Center for development strategy, the Center for Sustainable Development make a significant contribution to the achievement of the National BRM, the implementation of the new Uzbekistan development strategy. After all, the reforms carried out in Uzbekistan on the principle of "human value, interests – above all else" are based on the idea of ensuring the sustainable development of Man, society and the state, will also serve the implementation of the Global Agenda of our country in the period up to 2030.
First of all, in a joint decision, in particular, of civil society institutions:
• Wide involvement of civil society institutions in the consistent implementation of national goals and objectives in the field of sustainable development in the period up to 2030, constant assistance in their activities in organizational and methodological and informational terms;
• to develop relevant proposals and enter the parliamentary commission on improving the position of Uzbekistan in various international rankings on the basis of an in-depth study of the relationship of international indicators on the achievement of Sustainable Development Goals and protection of human dignity, rights, freedoms and legitimate interests;
• In-depth analysis of the work carried out in the framework of national goals and objectives in the field of sustainable development for the period up to 2030, identification of existing problems, development of proposals for their solutions and implementation of public control over the implementation of national goals and objectives in the field of sustainable development for the period up to 2030;
* increasing the level of awareness of the general public about the state of execution of national goals and objectives in the field of sustainable development;
• It is envisaged to prepare alternative lectures from civil society institutions for voluntary national reports prepared by the Coordinating Council on the implementation of national goals and objectives in the field of sustainable development for the period up to 2030. In 2020, the Republic of Uzbekistan for the first time submitted the voluntary national report "on the implementation of the Global Agenda in the field of Sustainable Development – 2030"(imh), the second imh is expected to be presented this year.
Secondly, based on the tasks set out in the joint decision, the Center for Sustainable Development joined the global Action Campaign (UN SDG Action Campaign) to achieve sustainable development goals.
This UN SDG Action Campaign records and reflects on the global map of the world, aiming to achieve sustainable development goals across countries, regions, targets and cross-regions. This, in its place, makes it possible to report on the main achievements of the UN to show that collective action can lead to great changes around the world.
In 2022, 142 million efforts to reach brms around the world were made as part of the global #Act4sdg week. This, of course, has had a positive impact on the efforts to accelerate the achievement of BRM and indicates that more than 142 million people have served to change the life of our planet.
Thirdly, this round table is being held within the framework of the program for the transfer of the right to human rights in our country, established by paragraph 12 of the decree of the president of the Republic of Uzbekistan "on approval of the national program of education in the field of human rights in the Republic of Uzbekistan". This, in turn, indicates that cooperation between the institutions of the civil society and state organizations is developing in this area as well.
Fourth, by the Center for Sustainable Development F.With the support of the Ebert Foundation, the study "raising awareness of the goals of sustainable development of society by attracting civil society institutions in Uzbekistan" was carried out, and its results will be presented at a round table.
