In our country, reforms aimed at further raising the standard of living of our people, coordinating the quality of education to advanced world standards, achieving sustainable economic growth and reducing poverty are taking to a new level. The Presidential Decree of February 28, 2023 “on the state program for the implementation of the new Uzbek development strategy for 2022-2026 in the “year of attention to Man and quality education”became an important guideline in this regard.
The state program includes seven priorities aimed at honoring human dignity and further strengthening a free civil society, ensuring justice and the rule of law, accelerating the economy, maintaining a fair social policy, developing human capital, strengthening the security and defense potential of our country, leading an open, pragmatic and active foreign policy.
Having familiarized ourselves with the program, we will witness that it is folk and vital. In particular, from July 1, 2023, measures to improve the quality of services to the population and entrepreneurs in all state bodies and organizations will be established. Thanks to this, remotely, with the help of mobile applications, the number of public services increases, while the amount of payments charged decreases. At the same time, the required excess documents are canceled, and the process and deadlines for consideration are sharply reduced. As a result, the number of public services provided will be increased to 300, and the number of services provided through the single interactive public services portal will be increased to 570. 
It is established to provide public services in the field of migration and Naturalization to segments of the population in need of social protection without additional payment for the services provided by leaving their place of permanent residence or temporary residence. Public services for comparing electricity, gas and water consumption meters are carried out without waiting for a citizen's appeal. This, in turn, prevents citizens from spending too much time and money.
Another noteworthy aspect is that from September 1, 2023, all services related to the allocation of subsidies to the population and business entities will be gradually transferred to a single electronic platform for subsidizing the population and business entities. The system of online verification of the feasibility of allocating subsidies through an electronic platform will be launched. In this case, applications for the allocation of subsidies are submitted through a single interactive portal of public services or centers of public services of any district (city), ensuring the elimination of excess bureaucratic obstacles and other corruption factors.
The reforms are aimed at ensuring human dignity with the aim of gaining national unity. Therefore, special attention is paid to the establishment of decent living conditions and modern infrastructure for each citizen, the provision of qualified medical services, quality education, a social protection system, the creation of a healthy environmental environment. To achieve these noble goals, it is an urgent task to effectively use the great opportunities of the Mahalla Institute, a unique democratic structure in the world, to further expand its powers, and, as a result, turn the neighborhood into a decisive link in society.
In order to strengthen the participation of citizens in the life of their neighborhood, as well as to establish direct relations between government bodies and neighborhoods, the plans taken place from the program are of particular importance for their viability. In particular, through the establishment of the Center” digital neighborhood “and the introduction of the Information System” Social neighborhood“, an information system will be established to send the results of surveys on the current problems of residents and entrepreneurs in the neighborhood to the relevant state bodies and organizations, as well as information about the measures taken. Information about the assistance provided to families, women and young people included in the” Iron notebook“,” women's notebook“,”youth notebook " will also be included in this system. 
A map of the neighborhood with a territory, area, infrastructure, border, the location of the apartments, numbers and a single base of street names are maintained. By regularly studying the problems faced by citizens, proposals with realistic solutions are developed and measures are implemented aimed at solving existing problems. A single database of 40 types of information is maintained through the Information System” social neighborhood “and the interdepartmental integration platform of the” e-government " system.
From July 1, 2023, by introducing the “neighborhood budget” system in all districts and cities, up to 800 billion soums will be directed to the neighborhoods for independent solution of their problem and implementation of social projects. As an experiment, a “neighborhood budget” system will be introduced in 14 districts, and from July 1 in all districts (cities). From the point of view of life experience and people's power, increasing the role of the neighborhood in solving socio-economic issues in places is an urgent task. Therefore, the neighborhoods are presented with the right to make proposals for consideration on the agenda of sessions of councils of local representative bodies, to participate in the development and discussion of relevant draft decisions.
The solution of territorial problems has a positive effect on the effectiveness of large-scale reforms at the national level. Therefore, it is necessary to establish quality management in local representative bodies. As an experiment, the proposal of the chairmen of the commission of the councils of people's Deputies of the regions and the city of Tashkent to organize their activities on a permanent basis is being adopted in its place. Also, ensuring the participation of permanent commissions of the councils of the regions and the city of Tashkent in the development and implementation of programs for the socio-economic development of the regions is important in making decisions in the interests of the people.
In order to improve the pension provision of citizens and support pensioners, from January 1, 2024, the period of payment of a pension accrued to a pensioner, but not received on time, is extended from 12 months to 24 months. And the definition of disability is resolved from April 1, 2023 with clearly visible signs of disability, with anatomical defects, as well as without the participation of citizens in diseases and complications with an unfavorable clinical prognosis, in order to create additional relief for citizens. In this case, disability is determined on the basis of interagency electronic data exchange. Until April 1, 2023, a project of a concept for a gradual transition to a social model for determining disability will be developed. It reflects the system of determination of disability based on world standards and restoration of social adaptation and health of persons with disabilities to life. Opportunities will be created for people with disabilities to use information technology in convenient formats, sign language and other alternative forms of communication.
Of particular importance with the relevance of the goals of expanding the practice of” initiative budget " and the financial independence of neighborhoods. In 2023, 8 trillion soums are being directed from the state budget to finance projects that will be formed on the basis of public opinion, of which 4 trillion soums will be directed for the programs “prosperous village” and “prosperous neighborhood”. In 2023, 4 trillion soums will be allocated from the state budget to finance activities carried out within the framework of programs for projects for the development of infrastructure of neighborhoods. As a result, the amount of funds allocated for these events will be increased by almost 2 times. In 2022, which ended, 4.3 trillion soums were allocated for these events.
In order to meet the demand of the population for housing, the annual volume of construction of new housing in the “new Uzbekistan” Estates and 161 other estates, including private contracting organizations, will be increased by 1.6 times and increased to 90 thousand. In the design and construction of Housing and social and commercial facilities, mandatory construction of parking lots, including high-rise and underground parking lots, is ensured. 32 thousand citizens will receive a mortgage loan based on market principles, as well as funds from the state budget for subsidies to cover part of the initial contributions and interest payments to 11 thousand citizens. Also, within the framework of the new procedure for providing housing to the population, an experimental test program “my first home” is developed and implemented in the Tashkent region for citizens who do not have housing on the basis of property rights.
Starting from the program for the development of social and production infrastructure for 2024, it is established that the practice of introducing social and engineering infrastructure proposed by state bodies into this program according to the number of votes collected in the voting process on the Open Budget portal will be introduced. As a result of this, the amount of funds distributed through the initiative budget process will increase by 15 trillion soums, reaching from 8 trillion soums to 23 trillion soums. A completely new system of financing projects based on public opinion and votes collected on the Open Budget portal will be created and put into practice. In this case, special attention is paid to the introduction of specific mechanisms for organizing voting processes objectively and without administrative interventions.
 

The development of education and science, which is an important factor in achieving progress, is one of the main goals of our reforms. Therefore, the goals of improving the quality of education and reforming the industry on the basis of advanced foreign experience are also determined by the state program. According to him, from September 1, 2023, in one general secondary educational institution of each district (city), the practice of teaching students two foreign languages and one profession will be established in stages. In particular, French is taught in 76 schools, German in 76, English in 37, Korean in 10, Chinese in 6 and Japanese in 3 as a second foreign language. Students will also be taught 64 working professions from the 10th grade, entrepreneurship in 21 areas, 10 IT and professions in the “creative industry” direction. Youth leaders and well-known entrepreneurs in the area are involved in this process.
Starting from the 2023/2024 academic year, the provision of free food for Primary School students in all regions and the city of Tashkent will be established. For this purpose, about 2.7 trillion soums are allocated, covering 2.5 million readers. In 2022, the Republic of Karakalpakstan and Khorezm region covered 273 thousand students with this system. 
Since the 2023/2024 academic year, state grants are also allocated in the form of dual education of colleges and technical schools in order to develop a professional education system, prepare qualified secondary link personnel that correspond to the requirements of the labor market and employers. As a result, this year, at least 5.7 thousand students will be accepted on the basis of a state grant in the form of dual education. From the experience of European countries, it is known that in the form of dual education, the student receives theoretical knowledge in a professional educational institution and at the same time strengthens his skills, carrying out labor activities at a production enterprise.
Within the framework of the program, priorities were also set in strengthening justice and the rule of law, ensuring unconditional observance of human rights and freedoms. By September 1, 2023, the activities of 1 model professional educational institution will be established in the Republic of Karakalpakstan, regions and the city of Tashkent, which fully meets the requirements of the European system of ensuring the quality of professional education and vocational training, attracting qualified foreign experts. As a result, exemplary educational institutions will be organized together with the European Union Commission, the German society for International Cooperation (GIZ), the kfv Bank, the Swiss Embassy in Uzbekistan, the EDSF foundation of South Korea. These institutions are allowed to independently determine the curriculum and programs, the form and term of education in order to introduce modern standards. Also, 4 foreign experts are involved in each institution, and the practice of teaching students to two foreign languages is gradually established in one general secondary educational institution of each district (city).
The situation that has arisen today has shown that the work to be done on the correct and effective use of energy resources is still relevant. Taking into account the importance of energy supply and efficient use of energy resources in ensuring economic stability, goals are being outlined to create conditions for the implementation of a system for the use of alternative energy resources. According to him, the power is 20 kW. and lower solar, wind and biogas power plants (0.23-0.4 kW).) it is established that it is not required to obtain a technical condition for connecting to voltage electrical networks. Since July 1, 2023, the practice of supplying natural gas to gas stations in the presence of an online gas volume accounting system, providing accurate accounting of the amount of gas sold, and an integrated program to the database of the Ministry of Economy and finance will be established. Since September 1, 2023, budget organizations have been entrusted with the obligation to install a solar panel and a hot water collector, and by 2026, their buildings will be provided with a gradual transfer of 60% of energy consumption to “green” energy. This will result in state bodies and organizations being able to economy an average of 897.4 million kWh of electricity in 2023 due to the transfer of 30% of energy consumption to “green” energy in 448.7 million kWh, and 60% in 2026.
It is also permissible to separately touch on the issue of water when it comes to resources. Within the framework of the program, in order to ensure sustainable agriculture with water resources, special measures were established to establish a continuous system in the management of Water Resources and reduce the volume of natural losses in water supply by up to 10% due to the introduction of economical digital technologies. Through the widespread introduction of digital technologies in the management of Water Resources, the use of water-saving technologies, the timely implementation of the necessary irrigation and reclamation measures, at least 7 billion cubic meters of water can be economical and directed to irrigation of repeated crops on an area of 300 thousand hectares.
By increasing the tax rate on the volume of water used for irrigation of agricultural land and fish farming, it is ensured that part of the water tax revenues will be directed to the development of irrigation services in districts, concreting ditches, ditches and canals.
In order to introduce a water accounting system and ensure its openness, all costs associated with the digitization of 13 thousand water resources are financed with funds from the state budget and grants from international financial institutions. Measures to modernize 16 large pumping stations on the basis of Public-Private Partnership are developed and approved.

In general, as a result of extensive discussions, the practical implementation of the state program, adopted on the basis of proposals necessary for the worthy life of our people and the development of our country, will serve our overall development and bring prosperity to the life of our people.
