The celebration of Navruz, which is a symbol of the onset of spring and the awakening of nature, the beginning of the new year according to the Eastern calendar, always celebrated with great enthusiasm and joy, is a wonderful tradition of our people going back centuries.
This wonderful holiday, reflecting our high spiritual and moral values, cherished dreams and aspirations, in the years of independence has become truly nationwide, close to all compatriots - representatives of different nations and nationalities living in the country.
The spirit and philosophy of Navruz, which embodies the ideas of humanism, kindness and generosity, friendship and harmony between people, careful preservation of the environment, are fully consonant with the essence and goals of the transformations carried out in the New Uzbekistan.
The significance of the Navruz holiday in strengthening the peace, mutual respect and cohesion prevailing in our society, increasing, first of all, among the younger generation, the sense of belonging to today and tomorrow's Motherland day, is especially increasing today.
Considering the huge role of Navruz in the spiritual life of our people as a time of renewal and the performance of good deeds, recognized by the United Nations as an international holiday, as well as in order to hold it at a decent level, in accordance with national values and traditions:
1. To hold the Navruz holiday in 2023 in the country at a high level as national festivities – sayil under the motto: "May every day be like Navruz for you, native Uzbekistan!".
2. Approve:
the composition of the Organizing Committee for the preparation and holding of the national holiday Navruz in 2023 according to Appendix No. 1;
The "Roadmap" for the national holiday Navruz in 2023 according to Appendix No. 2.
The Organizing Committee should ensure the implementation of the measures defined in this Roadmap, as well as the widespread holding of the Navruz holiday in 2023 in the Republic of Karakalpakstan, regional centers and the city of Tashkent, in all cities and districts, villages and auls as a nationwide sayil.
3. When preparing and holding festive events, pay special attention to:
organization of spiritual and educational events calling for the achievement of noble goals in accordance with the spirit of renewal and creation inherent in Navruz, love and care for the native land, harmony of man and nature, to protect a peaceful and prosperous life, the environment;
to reflect in a vivid artistic form the large-scale reforms carried out in the country in order to build a New Uzbekistan and ensure human interests, positive changes taking place in the life of the people and the worldview of people;
organization on the eve of the holiday in all cities and villages, auls and mahallas of nationwide hashars, large-scale works on landscaping and landscaping based on the values and traditions of Navruz;
to continue the work on holding charity events aimed at providing comprehensive care and attention to our respected veterans, helping those who live in the houses "Mehribonlik", "Muruvvat" and "Sakhovat", to all citizens in need of support;
organization and wide coverage of the practical results of systematic work in order to strengthen the atmosphere of interethnic friendship and civil harmony in the country, as well as events dedicated to the national holiday of Navruz held by our fellow citizens – representatives of different nations and nationalities;
inclusion of ancient national games, performances of folklore groups, amateur art collectives, tightrope walkers and bakhshi, folk song performers and pop artists in the programs of locally held sayils;
organization of exhibitions of folk and applied art, competitions in national sports, book fairs, mobile retail outlets, preparation and trade of spring dishes within the framework of festive events;
extensive media coverage of festive events in the regions, among our compatriots abroad, as well as the history and essence of Navruz.
4. To the Ministry of Culture and Tourism (O.A. Nazarbekov):
together with the Republican Center for Spirituality and Enlightenment (M.M. Hozhimatov), the Union of Writers (S.S. Saidov), within a week to develop a program and script for theatrical concert performances held in Tashkent in connection with the Navruz holiday;
take measures to prepare concert performances at a high artistic level with the involvement of experienced screenwriters and directors, composers and dancers, choreographers, stage artists, talented young performers and representatives of folklore art.
5. The Council of Ministers of the Republic of Karakalpakstan, the khokimiyats of the regions and the city of Tashkent within a week to develop and approve regional programs for the preparation and conduct of the national sayyil Navruz.
6. To establish that the expenses related to the holding of festive events are covered:
in the city of Tashkent – at the expense of the republican budget and the local budget of the city of Tashkent in equal shares;
in the Republic of Karakalpakstan and regions – at the expense of local budgets and sponsorship funds.
7. Recommend that the National Information Agency of Uzbekistan, the National Television and Radio Company of Uzbekistan, the Dune news agency and other mass media comprehensively cover the work on the preparation and holding of the national holiday of Navruz.
8. Control over the implementation of this resolution shall be entrusted to the Prime Minister of the Republic of Uzbekistan A.N. Aripov and Adviser to the President of the Republic of Uzbekistan O.K. Abdurakhmonov.
