On additional measures to stimulate the production and export of furniture products

In order to provide engineering and communication infrastructure for small industrial zones specialized in the production of furniture products, strengthen the promotion of exports of finished furniture products and attract qualified personnel to the industry:

1. Establish the procedure according to which in the period from February 1, 2023 to January 1, 2024:

when the Export Promotion Agency reimburses part of the lease payments for office buildings, retail and warehouse premises abroad to business entities exporting finished furniture products, the norm of the area of these non-residential premises increases from 100 square meters to 250 square meters;

when attracting foreign specialists, such as process engineers, paint masters and designers, by domestic enterprises, in whose annual revenue the share of proceeds from the export of finished furniture products is at least 30 percent, 25 percent of the salaries of these specialists are reimbursed at the expense of the Export Promotion Agency, but in a part not exceeding 9 times the amount of the minimum wage.

At the same time, the costs of attracting foreign specialists of enterprises whose quarterly export volume exceeds $ 1 million are reimbursed at the end of the quarter on the basis of submitted documents until the 10th of the next month.

2. To extend until January 1, 2024 the application of the "zero" rate of customs duty on the import into the territory of the Republic of Uzbekistan of raw materials, spare parts, accessories and accessories provided for in Annex No. 2 to the Decree of the President of the Republic of Uzbekistan dated June 21, 2021 No. PP–5155 "On measures aimed at the development of the furniture industry in the regions the republic".

3. Apply the "zero" rate of customs duty in the period from February 1, 2023 to January 1, 2024 when importing raw materials, spare parts, accessories and accessories used in the manufacture of furniture, according to Appendix No. 1.

4. To approve the proposal of the Ministry of Water Management to transfer the water management building in the Kukonboy mahalla of the Furkat district of the Fergana region to the Ministry of Preschool and School Education.

At the same time, the Khokimiyat of the Ferghana region, together with the Ministry of Preschool and School Education and the Ministry of Construction and Housing and Communal Services, within a three-month period, take measures to submit to the Kengash of People's Deputies of the Ferghana region proposals for the reconstruction of this building, the creation on its basis of a modern comprehensive school specialized in such types of national crafts as wood carving, manufacturing furniture, gold embroidery and painting, providing the school with infrastructure, information and library center, equipment and inventory, material, technical and raw material bases at the expense of additional sources of the local budget.

5. Amend the Decree of the President of the Republic of Uzbekistan dated June 21, 2021 No. PP–5155 "On measures aimed at the development of the furniture industry in the regions of the Republic" according to Appendix No. 2.

6. The Ministry of Investment, Industry and Trade within two months to submit proposals to the Cabinet of Ministers on:

stimulating the full coverage by the Association of Furniture and Woodworking Industry of furniture manufacturing enterprises operating in the republic;

formation of an electronic database, including a list, types of products, capacities and other indicators of domestic enterprises engaged in the production of furniture, by carrying out their inventory;

introduction of amendments and additions to legislative acts arising from this resolution jointly with interested ministries and departments.

7. Assign to the Minister of Investment, Industry and Trade Kudratov L.S. personal responsibility for the effective organization of the execution of this resolution.
