Youth policy is a priority area of reforms in the New Uzbekistan
Uzbekistan, being the most populous country in Central Asia, has enormous human potential. More than 60 percent of the population is made up of young people. About one million children are born in the republic every year. An appropriate regulatory framework has been created aimed at protecting the rights and legitimate interests of the younger generation, as well as strengthening the social protection of children and youth.
The Constitution enshrines the rights of young people to receive education and a profession, to provide employment in their specialty, to protect their health, and to create a family. In turn, the law "On State Youth Policy" covers the goals and principles of state policy in the field, issues of legal and social protection of youth, ensuring their right to education, and state support for talented boys and girls. Thus, in accordance with the law, authorized state bodies have been established, as well as public associations acting in the interests of youth. Among these are the Agency for Youth Affairs of the Republic of Uzbekistan, the Youth Union of Uzbekistan and a number of other non-governmental organizations.
There are more than 20 legislative acts in the country, which reflect the issues of youth policy. In particular, these are the laws "On Physical Culture and Sports", "On Education", "On guarantees of the rights of the child", "On the prevention of neglect and delinquency among minors", "On volunteer activities", over 70 decrees and resolutions of the President, more than 200 normative legal acts of the Cabinet of Ministers, ministries, committees and other departments. In addition, the Oliy Majlis of the Republic of Uzbekistan has ratified a number of international agreements on the rights of children and youth, which serve as an important legal basis for protecting the rights and interests of the country's younger generation.
In order to effectively use foreign experience and develop international cooperation in the field, relations have been established with 13 foreign youth organizations. In 2018, Uzbekistan was admitted to the Youth Council of the Shanghai Cooperation Organization, and in 2020 - to the Youth Council of the Commonwealth of Independent States as an equal member. By the way, the work carried out in Uzbekistan in the field of youth policy is gaining recognition on the world stage. Last year, according to the Youth Development Index, Uzbekistan was recognized as one of the fastest growing countries in the field of youth policy. Uzbekistan is also included by the UN in the list of ten countries in the world for the exemplary implementation of the "Youth Strategy 2030".
It should be noted that the proportion of young people elected to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan is more than six percent of the total number of deputies. In particular, in recent years, a Commission on Youth Issues and a Youth Parliament have been established under the Senate and the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan. Members of the Youth Parliament are working on the preparation of proposals for the introduction of appropriate amendments and additions to the legislation, formed on the basis of the opinions of young compatriots. They also participate in meetings of the Youth Interparliamentary Assembly of the CIS member States, in major international conferences and forums.
In order to improve the efficiency of work and monitor the progress of priority tasks in the field of youth policy, working groups have been formed consisting of members of the lower house of parliament, who conduct constant studies in the regions. And thanks to the initiative and practical support of the head of state, youth policy in the country has been brought to a new level and is being successfully implemented. So, since 2017, the Youth Day of Uzbekistan has been widely celebrated in the republic.
A lot of work is being done to protect the social rights of young people. Thus, the mechanism of the "youth notebook" has been introduced, which includes unemployed or in need of social support boys and girls. Preferential loans are provided to attract them to entrepreneurship, and vocational education and skills courses are organized. Young people engaged in handicrafts receive the necessary equipment. Local authorities also allocate vacant and unused land to boys and girls who want to engage in agriculture, as well as livestock for livestock farming. In addition, the Youth is Our Future Foundation has been established, whose funds are used to support young people included in the Youth notebook.
It is worth noting that in 2023, 396 thousand youth representatives who need special attention from the state were attached to responsible leaders, and through individual work with them, 331 thousand young people managed to find their place in life. 94 thousand people have been employed, and another 56 thousand young people have been trained in professions.
This year, on the recommendation of youth leaders, 338 thousand boys and girls received assistance totaling 444 billion soums. In particular, 49,453 students were provided with funds to pay for their studies (132 billion soums), 18,544 unemployed young people were provided with equipment and tools worth 59.8 billion soums, and their employment in makhallas was ensured. The costs of training 17,321 unemployed people in sciences, foreign languages, modern professions and driving (26 billion soums) have also been paid. 7,605 unorganized young people have been called up to the mobilization reserve, for whom 39.4 billion soums of military fees have been paid. And 31,459 people with disabilities and sick young people received medical services (38.1 billion soums).
In addition, 213,651 young people in need of social protection for farming, entrepreneurship, passport registration, participation in competitions, temporary residence and project implementation received financial assistance in the amount of 135.7 billion soums. At the same time, a Youth employment Program is being implemented in each mahalla. So, this year 236 thousand unemployed boys and girls, 189 thousand school graduates have been employed.
Another priority area of state policy is the education and training of the younger generation by harmoniously developed personalities. It is for this reason that children's access to preschool education has increased 3.5 times, and to higher education - three times. Over a short period of time, 224 thousand girls have been allocated preferential educational loans worth five trillion soums to study at universities. If more than three thousand girls study at the bachelor's degree on the basis of a special quota, then more than ten thousand at the master's degree at the expense of public funds. The proportion of young people under the age of 30 receiving degrees and titles of doctors of philosophy, doctors of sciences, and professors is increasing.
To realize the abilities of young people, support and encourage their talents, an Olympiad of five initiatives has been organized, which is held in schools, vocational education institutions and universities. In order to support talented young men and women, the first round-the-clock creative park has been created in the Palace of Youth Creativity in Tashkent. Moreover, two million young people joined the Zakovat and other intellectual games, and over six million joined the movement of young book lovers.
It should be noted that Uzbekistan is recognized as the intellectual capital of the world. The victory of young Uzbek chess players at the World Chess Olympiad has become one of the most significant events in the country's history. Our republic has won the right to host the Chess Olympiad in 2026 for the first time. And in order to develop an intellectual sport, an international chess school equipped with modern infrastructure has been put into operation. This institution is able to train 1,700 boys and girls a year, and cover 7,500 young people with events. There are also all conditions for holding international competitions, in particular, the World and Asian championships, as well as the Universiade.
In 2024, we have set priorities in eight areas of targeted work with young people in the regions and corresponding targets. A new approach to working with young people is being introduced in each region, ministry and department. On the recommendation of the youth leader, the types of assistance provided will be transformed. Special attention is paid to the training of boys and girls in modern professions. Additional infrastructure will be built in the regions, and the necessary conditions will be created for the full-fledged organization of youth leisure and the realization of their talent.
In short, work with youth in Uzbekistan is large-scale and is a strategically important task for all leaders and the general public. After all, the support of the younger generation, the protection of their legitimate rights and interests largely determine the course of further development of our state.
