A video conference was held under the chairmanship of President Shavkat Mirziyoyev to discuss the main directions of the state budget for 2024 and the tasks that need to be solved in industries and regions.
The reserves and opportunities available in each sphere, industry and region to increase state budget revenues and optimize expenditures were thoroughly analyzed.
First of all, specific tasks have been set to reduce the cost of production in industry by reducing costs in large industries. For example, it is estimated that in the fourth quarter of this year, the costs of 349 large industrial enterprises can be reduced by 2.1 trillion soums. In order to continue this work systematically, the Government has been instructed to develop a program to reduce costs in large industries by 15-20 percent next year.
The issue of expanding the revenue base of the regions was touched upon. In particular, measures have been identified to support low-power enterprises and bring them to full capacity. The importance of entrepreneurship development, expansion of the tax base, reduction of the "shadow" economy through the provision of incentive measures is pointed out.
It is emphasized that a "breakthrough" in agriculture is impossible without innovation. In this regard, the task was set to increase the yield of cotton to 50 quintals per hectare, grain - up to 100 quintals per hectare due to the widespread use of modern scientific achievements in the field of soil science, breeding and agricultural technology.
The problem of water in our region is becoming more acute. Over the past two years, 22 trillion soums have been allocated from the budget for water management, including about 1 trillion subsidies for water-saving technologies.
In this regard, the importance of increasing allocations for concreting irrigation channels and the introduction of water-saving technologies was emphasized. In particular, water infrastructure projects worth 1.7 trillion soums will be implemented next year, as well as $ 300 million from international financial organizations. The Head of our state elaborated on this issue and said that a three-year program of concreting channels will be adopted.
The development of the social sphere is identified as a priority task in the recently adopted strategy "Uzbekistan-2030". Much attention is paid to this in the draft state budget for 2024.
Thus, it is planned to allocate 102.5 trillion soums for the development of human capital next year. This is 15 percent more than this year.
For example, in the initial project it was planned to build and reconstruct 317 schools. Given the importance of this issue and the need on the ground, the President proposed to provide funds for the construction of 150 more schools.
It is also proposed to consider the possibility of further increasing the funds provided by the project for preschool education, the system of vocational and higher education.
At the same time, special attention is paid to the need for rational use of allocated funds and improving their effectiveness.
Starting next year, the mahalla budget system will be fully launched. This means that up to 100 million soums can be allocated to each mahalla.
The Head of State noted that these funds should be directed primarily to projects that create jobs in the mahalla and ease the concerns of the population. Instructions were given on training the chairmen of mahallas in a new system of work, ensuring accounting and control of spending.
The necessity of introducing amendments to the legislation aimed at tightening budget discipline is indicated. It is strictly pointed out that it is unacceptable to conclude contracts involving the use of budget funds directly, to expand the practice of conducting transparent tenders and tenders.
The possibilities for attracting $32 billion of investments in industries, spheres and regions next year, as well as bringing exports to $19 billion, were considered.
The draft budget for 2024, finalized taking into account the opinions expressed at the meeting, will be submitted to the Legislative Chamber of the Oliy Majlis.
The second issue on the agenda was the socio-economic development of the regions. The Head of State, using the example of Kashkadarya region, showed the possibilities of maximum achievement of indicators by the end of the year, noted that development plans should be formed based on the needs of the population and the problems characteristic of the region. It was noted that the ministries are responsible for the development of the regions on a par with the khokims, they should conduct coordinated work to resolve issues in the spheres and on the ground.
