Surkhandarya region of Uzbekistan: the basis of development in caring for a person

The southern border of Uzbekistan has recently significantly transformed, acquired a unique appearance. Even the indigenous people admit that sometimes they do not recognize their native places: everything is changing so rapidly here, getting prettier and improving.  

Multi-storey buildings with comfortable apartments, modern service and trade centers are being built in all districts, including remote ones. Objects of social significance are being put into operation, the number of industrial enterprises is growing, farming and handicrafts are actively developing. Roads are being built, industrial and social infrastructure is being improved. 
The economy of the region is growing stronger, in which the agricultural sector has dominated for many years and only recently a course has been taken for the development of highly profitable industries. In particular, it is noteworthy that in Surkhandarya, which has been considered for many years to be little attractive for investment, five billion dollars worth of capital investments have been mastered over the past six years. This made it possible to achieve a stable increase in the volume of industrial products, modern types of services, and the creation of additional jobs. During the period 2017-2022, the number of industrial enterprises in the region increased by 1.7 times due to actively attracted investments, new types of production were introduced here — building materials, leather and footwear products, electrical equipment, which ensured an increase in industrial production from 2.4 to 7.3 trillion soums. The dynamics of development have received traditional activities in agriculture, where a cluster system has been introduced, advanced agrotechnical methods, technical and technological innovations, and modern equipment are used. Thanks to this, over the past six years, the volume of agricultural production has increased significantly, reaching 28 trillion soums. 
The volume of market services has also increased by 1.9 times — from 4.5 to 12.9 trillion soums. Gross territorial production increased by 31.2 percent, amounting to 34.9 trillion soums (previously - 14.4 trillion soums). 
Thanks to the broad opportunities provided by the state, freedom of action, benefits and preferences, the share of the private sector in the economy is increasing. Currently, about 21.1 thousand business entities are operating in Surkhandarya, the growth rate compared to 2019 was 145.8 percent. 
Freedom of action in favorable conditions contributes to the fact that entrepreneurs are more and more boldly choosing new types for their business. 15.2 percent of business entities are employed in industry, 11.8 percent in fish farming, forestry and agriculture, 11.5 percent in construction, 6.9 percent in services, 3.4 percent in transportation and storage. An increasing number of business people prefer doing business in the field of information and communications, providing medical services and social services, tourism, and other promising areas. 
Comprehensive measures to support entrepreneurship, implemented at the initiative of the head of the country, have had a positive impact, in particular, on the activities of Termez National Carpets LLC in Termez.
— Our company specializing in the production of carpets was established in 2022, — says the clerk of Kamol Alimov LLC. — We did not choose this type of activity by chance. The great demand for carpets both in the domestic and foreign markets gave an incentive to implement the plan. We set a goal to establish the production of high-quality products at affordable prices, export them to neighboring countries, thereby increasing the company's income and creating jobs. A favorable climate for the development of our business helps to achieve our goals. On the scale of the region, the whole country as a whole, strengthening the potential of entrepreneurship contributes to job creation, poverty reduction, and improving people's well-being. We have seen this from our own experience. If at first the company employed 50 people, now the number of our employees has reached 120. Production has reached full capacity, finished products are being actively sold out, real prospects for entering the foreign market are being outlined. We have no doubt that they are achievable. 
During the open dialogue of the head of our state with entrepreneurs, held on August 18, the President emphasized that the conditions for business will only continue to improve. In particular, an open rating of entrepreneurs will be introduced, 
according to the results of which, starting from January 1 next year, enterprises with a high rating will be exempt from all types of tax audits, they will be refunded the excess part of the value-added tax within one day, the practice of temporarily suspending the validity of the certificate of the value-added tax payer will be abolished. These and other measures, announced by the President during an open dialogue, inspired entrepreneurs, gave confidence in the future, in the importance of their activities for the whole country. 
For example, over the past five years, one of the key indicators of well—being has improved here - the degree of provision of the population with drinking water. During this period, it increased from 42.7 to 60.8 percent. The coverage of the sewerage system has been expanded from 2.8 to 6.7 percent. In the next five years, these indicators will increase: the level of drinking water supply will be brought to 94.1 percent, and the coverage of the sewerage system — to 26.9 percent. The situation with water supply will be significantly improved by the implementation of a large-scale project initiated by the head of our state. Due to the use of the water of the Tupalang reservoir, 1.17 million people living in 495 mahallas will be provided with high-quality life-giving moisture. 
Another major project is being implemented, designed to provide water to 62 thousand people in Termez and Termez district in the near future. Recently, on the eve of Independence Day, the completion of the first stage of the project with a total cost was solemnly celebrated here 
81 billion soums. High-quality drinking water came to two large settlements of the district. In addition, a modern building was commissioned for the district department of LLC "Surkhondare suv taminoti".
A good gift for Independence Day was the new 330-seat academic building for the specialized boarding school No. 2 of the Denau district. The modern building has all the conditions for the harmonious development of the younger generation, high-quality education of gifted children. A trade and service center has also started its activity in the Korakuz mahalla of the Denau district, where the production of demanded types of industrial products and services has been established. It is worth noting that thanks to the launch of the new facility, dozens of villagers from among young people and women are provided with stable work.
And similar festive events were held daily in the region on pre-holidays. Housing was put into operation in all districts and cities of the region, new production centers, social services, electronic services, and other facilities were opened. 
However, these joyful events were timed not only to the holiday. They are actively continuing now. So, at the finish line of work on the construction of the sanatorium of the Federation of Trade Unions of Uzbekistan. The commissioning of this facility with a total cost of 110 billion soums, located high in the mountains in the picturesque area of the Saryasi district, will not only expand the network of modern health resorts in the country, but also provide profitable jobs for residents of the village of Sangardak.
As elsewhere, residential areas of New Uzbekistan are being built in the south of the country. Along with comfortable apartments, the construction of modern schools, preschool educational organizations, family polyclinics and other facilities is provided on their territory. The construction of one of these arrays is being completed these days in the mahalla "Korayantok" of the Jarkurgan district. A little more, and 20 multi-storey buildings with 426 apartments, a 330-seat school and other social facilities will be commissioned. 
It is characteristic that in the process of these large-scale works, landscaping measures are not overlooked, because the temperature here sometimes breaks records. Due to the practical care taken to create a healthy ecosystem, planting plants resistant to local natural conditions, many of the mahallas, as well as industrial and social facilities are buried in greenery. For these purposes, 1.5 million fruit seedlings and 3.5 million seedlings of ornamental trees and shrubs have been grown in the Uzun State forestry alone since the beginning of the year.
During his visit to Surkhandarya on March 13 this year, the President ordered to prepare three million seedlings of apricots and other fruit trees. To date, 300 thousand seedlings and five tons of fruit seeds have been harvested here. In addition, the farm has developed animal husbandry, poultry farming, beekeeping. 
In short, there is a multi-faceted creative work going on in the region every day. It is based on practical care for a person, which is the essence of the implemented state policy. Since the creation of decent living and working conditions for millions of people, increasing their well-being only strengthens their sense of belonging to the reforms being implemented.
