On May 10, President Shavkat Mirziyoyev got acquainted with the presentation of measures to reduce poverty and increase employment.
As part of the administrative reform, a ministry responsible for these areas has been formed, all legal and organizational bases have been created in the sphere. For the first time in our country, the concept of minimum consumer spending has been introduced.
In order to ensure employment of the population, 15 trillion soums of preferential loans and subsidies have been allocated for family entrepreneurship, 200 thousand hectares of land have been distributed for agriculture. About 300 thousand business entities have been organized, the activities of 20 thousand enterprises have been expanded. Last year, 1 million people were lifted out of poverty.
In the newly adopted Constitution in a new version, the State has committed itself to reducing poverty.
In this regard, the meeting discussed measures to bring this work to a new level. It is indicated that, first of all, the Ministry of Employment and Poverty Reduction should organize work in the field in a new way.
The issue of supporting entrepreneurs and stimulating them to create new jobs was considered. To do this, an agreement will be concluded with them on the training of qualified labor. That is, monocenters will be created at enterprises. The state, along with allocating the necessary funds for training employees, will provide preferences for access to infrastructure, loans, in tax and other matters. The entrepreneur, in turn, will provide the low-income population with a profitable job.
Responsible persons have been instructed to implement this system in all districts and cities.
China's experience in poverty reduction is worthy of attention. A delegation from our country recently visited China to study this experience and develop new approaches. Chinese specialists were involved in the Ministry of Employment and Poverty Reduction.
During the presentation, it was determined that on the basis of the Chinese experience, a separate program for getting out of poverty will be implemented in one of the districts of each region. At the same time, attention will be paid to the improvement of road transport, energy, communication and tourism infrastructure, the development of small and medium-sized cities, the industrialization of mahallas in areas with a high level of poverty.
The Deputy Prime Minister was instructed to resolve issues related to the preparation of the necessary infrastructure.
This year, 13 trillion soums of loans and 1.5 trillion soums of subsidies are allocated for family entrepreneurship. There are 37 types of subsidies in the field of poverty reduction and employment. But the conditions for providing this support are almost the same for everyone and do not take into account the different socio-economic situation of families, the time required for projects to become self-sufficient. In this regard, it is proposed to change the procedure for allocating loans and subsidies, providing for an individual approach to each low-income family.
Instructions were given to transform the Ministry of Employment and Reduction into a people-oriented system, to organize the provision of more than 100 social services directly in mahallas.
