In particular, since May of this year, another important stage of social protection of the population has been passed. This was stated in detail by the President of our country at a meeting with a video projector held on April 29, and outlined a number of important measures aimed at ensuring the well-being of our people.
The Head of our state noted the introduction of a new system for identifying and solving social problems. For example, 13 microdistricts in the city of Angren and Almazar district have created a good experience as a result of purposeful work with families in need of social protection. Women activists of the Bund studied 109 families in need of help, one by one, and provided them with practical assistance in solving problems that are being tortured.
The meeting discussed the necessary measures to financially support the elderly, pensioners, the disabled and other categories of the population and expand the provision of social services to them.
In recent years, a completely new system of assistance has been created in our country in extremely important areas of social protection — children deprived of parental care, women who have lost breadwinners, disabled people suffering from serious illnesses. In particular, about 1.5 thousand sons and daughters from orphanages were adopted into the family, 116 family homes were created, about 700 children were created in the bosom of their parents for adult life. As a result, 10 orphanages, 4 orphanages and 2 orphanages were closed locally.
In the following years, another problem was overcome, which constantly tormented orphaned children, including the educators of the orphanage. As a result of their housing policy in 2021, 757 children left without fathers were provided with housing at the state expense. This year it is planned to allocate 350 more houses to them.
Special attention is paid to the provision of necessary medical services to sick children from low-income and low-income families. For example, in 2021, more than 4 thousand children underwent complex surgery at public expense, 4 thousand blind boys and girls were provided with Braille, about 42 thousand disabled people received rehabilitation and prosthetic and orthopedic devices, 555 hearing-impaired children received cochlear implants. In 2022, such assistance will be provided to 250 more children.
The system of providing permanent financial assistance from the state to families with low-income and sick children is working effectively. In particular, a pension payment of 500 thousand rubles was introduced to the mothers of about 35 thousand children in need of care. From the moment of employment, up to 2.5 million soums of monthly wages of disabled people of the first and second groups have been exempted from income tax. The amount of social tax paid by them to employers for persons with disabilities is fully reimbursed from the budget, which now does not put a heavy burden on organizations and institutions that hire these workers.
The minimum amount of pensions and benefits paid to approximately 900 thousand people with a low pension was immediately increased by 40 percent, or from 300 thousand to 440 thousand rubles. An additional 430 billion soums a year will be allocated from the budget for this.
The number of families receiving pensions in 2016-2022 increased from 466 thousand to 1 million 860 thousand, or 4 times.
Since the beginning of 2022, support has been provided to more than 200 thousand low-income families in these 4 areas through the "Iron Book", "Youth Book" and "women's book", "Saksovat and Support" foundation.
In addition, now a system of financial support for the elderly part of the population is being created at the microdistrict level, receiving a message from the state, taking care of it daily, attracting attention. In particular, more than 16 thousand elderly people who need the care of other people and live alone annually undergo organized treatment in a sanatorium. The cost of medicines, prosthetic and orthopedic products, surgical operations of representatives of 25 thousand of the older generation, whose condition is severe and low-income, is also paid from the budget. The cost of monthly maintenance of sports facilities, such as a stadium, tennis courts, gyms, swimming pool, is up to 540 thousand soums, tickets to theaters and museums are also covered. The Ministry of Tourism and Cultural Heritage, together with the governors of the region, organizes trips of representatives of the older generation to visit places, recently restored parks, cultural complexes and centers, starting from May 1.

Subsidies for the purchase of equipment and working weapons are allocated to persons with disabilities who are self-employed and engaged in crafts, they are trained at the state expense of the profession.
Subsidies are allocated from the State for monthly payments to employees of non-governmental organizations and their territorial divisions who work with disabled people. At the same time, in order to attract visually impaired and visually impaired children to a full-fledged education, schools named after the new "enlightened monastery" will receive an additional 850 classrooms and 1 thousand dormitories for 200 places from the new academic year. On the basis of a state order, these school libraries are fully provided with textbooks and manuals in Braille, as well as literature intended for children.
In particular, one-year preparatory courses for visually impaired children of kindergarten age have been organized on the territory of 59 and 60 boarding schools in Samarkand. Since 2023, the task was set to introduce this experience in all regions of the country.
In addition, more than 3 thousand children with hearing loss are provided with a modern hearing aid. 11 billion soums will be allocated from the budget for this. All employees of special boarding schools will be paid 50 percent of the allowance. 108 boarding schools annually receive more than 20 thousand special literature for the spiritual development of children with disabilities. By October 1, 20 exoskeletons, 880 wheelchairs, 4,000 sound thermometers and tonometers, and 6,000 smart watches will be purchased and delivered to the regions.
For various reasons, it did not work out before, there was no payment for the millennial greatness of life in sugar houses. Now they are also paid 20 percent of their old-age pension for personal expenses. At the moment, the disability pension is calculated based on the previous work experience and wages of citizens. This has a direct impact on the incomes of more than 75 thousand citizens with disabilities. Therefore, their pension is recalculated every two years and increases depending on the length of service and month.
At the meeting, special attention was paid to the issue of supporting family orphanages. They will simplify the procedure for financing from the budget. That is, to cover daily expenses, funds are transferred to the mother's personal plastic card. Also, utility bills for family orphanages are charged at the rates set for the population. In addition, non-state universities are also introducing the practice of allocating 10 million soums for the purchase of food and clothing to students deprived of orphans and parental care.
In general, a separate program will be adopted to repair and equip 376 orphanages, boarding schools and boarding schools, for which 600 billion soums will be allocated.
