On February 6, a meeting was held under President Shavkat Mirziyoyev on measures to streamline the control system in the field of energy supply.
The meeting critically analyzed the problems in the supply chain and payments for energy resources. The January frosts clearly showed that management and control in this area have significantly weakened. Contrary to the reports of responsible organizations that the automated system for accounting for electricity consumption has been implemented by 92 percent, and the automated system for accounting for natural gas consumption by 98 percent, accounts receivable for these types of resources remains high.
The district departments of electricity and gas supply issue a permit to connect to the networks without proper calculations and analysis. For example, transformers in 120 makhallas of Tashkent were repaired 5-6 times a month, as they could not withstand the load.
The level of theft in the sphere remains high. In December of last year alone, damage amounting to 600 billion soums was detected in more than 12 thousand cases of illegal use of electricity and gas. There is no system control over automobile gas stations.
With this in mind, it was decided to introduce a new system to strengthen control and ensure the rule of law in the energy sector. The task has been set to transfer the energy surveillance system to an emergency mode of operation for a period of two years. Instructions were given to improve the activities of the Uzenergoinspektsii and the Bureau of Enforcement, the introduction of new approaches to regulating the connection to electricity and natural gas networks.
The problems of energy infrastructure were also discussed at the meeting. In particular, the task was set to launch a digital map of the city of Tashkent with a specific display in it of the location of the land plots put up for auction, the capacity of energy, municipal and social infrastructure.
At the meeting, the responsible persons presented information about the implementation of the new system.
