On January 16, under the chairmanship of President Shavkat Mirziyoyev, a video conference was held on measures to ensure uninterrupted supply of energy resources to the population.
In recent days, abnormally cold weather has been established in our country. There were interruptions in the supply of electricity and heat. The Head of our state touched upon this issue in detail and stressed that prompt measures will be taken.
- I am deeply worried and anxious about every family, every person suffering from the cold, - said Shavkat Mirziyoyev. - Every manager should feel this. The cold weather of this year showed the state of the entire system, and the fact that preparations for winter were carried out somehow. It can't go on like this anymore. We will take urgent measures to remedy the situation.
At the meeting, problems in gas and electricity supply, utilities were critically analyzed.
For example, in the city of Tashkent, interruptions in the supply of electricity and gas were observed in dozens of mahallas. Some transformers and low voltage networks have failed, unable to withstand overload.
This is mainly due to the fact that when approving the construction of new facilities, the load on the existing infrastructure was not accurately calculated. The general plan of the capital is still not approved. The number of objects built without permission has exceeded 250.
In this regard, as well as due to the unsatisfactory preparation for the winter season and the inability to calculate the situation in advance, the khokim of the city of Tashkent Zh.Ortikhuzhayev has been relieved of his post.
Khokim of Tashkent region Z.Mirzayev was given a strict warning, a number of khokims of districts and cities were reprimanded.
Deputy Minister of Energy Sh .Khodjaev and the head of Issyklik Electric Stationyalari JSC F.Abdurakhmonov were relieved of their posts due to the failure to repair the Talimarjan thermal power station power unit and ensure electricity production. Disciplinary penalties and probation were also imposed on the heads of joint-stock companies "Uztransgaz", "Uzbekneftegaz" and "Khududiy elektr tarmoklari".
It is indicated that cases of theft in electric and gas networks have become more frequent. In recent months alone, 192 cases of corruption in oil and gas and energy control systems have been identified. The State Security Service and the Prosecutor General's Office have been given instructions to eliminate corruption in these areas and to curb embezzlement at gas stations.
The meeting identified urgent measures to ensure the uninterrupted operation of the power system.
The Prime Minister and the Minister of Energy are tasked with immediately providing energy to the problematic mahallas, using all the possibilities and fairly distributing the available resources. The need to digitalize management and production processes with the involvement of qualified specialists from abroad is emphasized.
The Minister of Economy and Finance was instructed to streamline calculations and resolve financial issues at energy industry enterprises.
The reasons for power outages and the measures taken should be explained to the population in a timely manner. At the expense of the Sakhovat va Kumak Foundation, support will be provided to lonely elderly people, low-income families with many children, if necessary, heated places will be provided to them.
The importance of improving conditions in the Dehkan markets, ensuring proper storage of products and price stability was emphasized.
The heads of energy enterprises and khokims were instructed to immediately take concrete measures to prevent such a situation in the future.
At the meeting, the Minister of Energy and the khokims reported on the work carried out on the ground in an enhanced mode.
