Measures to improve the processes of labor migration are considered



President Shavkat Mirziyoyev presented proposals on the issues of regularization of migration and support for migrant workers.

Worldwide, the movement of labor is a natural process. In our country, certain measures are being taken to organize and safely send citizens to work abroad. Over the past two years, the Agency for External Labor Migration has organized the dispatch of 70 thousand people to work in developed countries.

However, some citizens go abroad on their own to carry out activities that do not require special qualifications. Their working and living conditions, occupation and income differ.

Earlier, the head of state set the task to facilitate access to the external labor market and take measures to ensure employment for people returning from labor migration. In this regard, proposals have been developed to improve the labor migration system.

According to these proposals, the Agency for External Labor Migration under the Ministry of Employment will be transformed into a management body in the form of a State institution. The director of the agency will simultaneously be the Deputy Minister of Employment and the head of the Fund for the Support of Migrant Workers.

In the embassies and consulates of our country in Great Britain, Germany, Poland, Hungary, and Japan, it is planned to introduce the position of an attache for labor migration, and in Saudi Arabia – the position of an agency representative. Round-the-clock call centers will be organized in embassies and relevant ministries to promptly solve the problems of our citizens abroad.

In accordance with the principle "work abroad begins with a mahalla", hokim's assistants, youth leaders will identify those who want to work abroad and enter their data into the Online Mahalla platform. Candidates will be invited to competitions of foreign employers.

Vocational training and targeted training in vocational education institutions for citizens who do not have professional skills and knowledge of the language will be organized. For this purpose, a center for teaching foreign languages and targeted job preparation will be opened at the Agency for External Labor Migration.

Individuals wishing to work abroad face certain costs. Now part of the costs of a work visa, tickets, assessment of foreign language skills and professional qualifications will be compensated by the state. A citizen who has received an international language certificate or its equivalent will be reimbursed 50 percent of the costs of learning the language.

The issue of assistance in finding employment for citizens who have returned from labor migration is important. In particular, based on the experience of Saikhunabad, they will receive financial assistance for household management and income generation, as well as other employment services. The banks attached to the mahallas will provide preferential loans under the program "Continuous support for small businesses". Medical institutions will conduct free medical examinations for returned migrants and their family members. The Inson centers will provide social assistance to children whose parents work abroad.

An enterprise that has hired those who returned from labor migration will receive a monthly subsidy of 500 thousand soums from the Employment Support Fund for each employee throughout the year. 100 billion soums from all sources will be allocated for these events this year.

The Head of State gave instructions on ensuring the effective functioning of this system, providing high-quality services to citizens and increasing employment.
