The tasks in the field of housing construction are defined



President Shavkat Mirziyoyev held a meeting on the construction of housing and "Yangi Uzbekistan" arrays this year.

In order to create decent living conditions for our people, new housing is being built in all regions. At the same time, in order to expand public access to mortgages, a new lending system based on market principles was introduced four years ago. According to it, 100 trillion soums have been sent from all sources over the past period. Due to this, 6,000 apartment buildings were built in the regions and 250,000 families received new housing. Subsidies in the amount of 2.4 trillion soums for the initial payment and interest payments were provided to 45 thousand low-income families.

In particular, 85 thousand housing units were built across the country last year, which is 1.5 times more than in 2022. Mortgage loans in the amount of 17 trillion soums were allocated to the population.

Given the growing population, construction work is continuing dynamically. In particular, it is planned to build 100,000 housing units within the framework of the program for the current year.

Appropriate measures were discussed at the meeting.

First of all, the issues of the cost and quality of new housing are considered, and imbalances are indicated. Responsible persons have been instructed to reduce the cost of improving the quality of housing construction. In this regard, it was determined that in order to increase the supply on the housing market, additional land plots for the construction of apartment buildings will be auctioned.

The Head of State announced the provision of new opportunities for the population and builders.

 This year, 22.5 trillion soums will be allocated from all sources to finance mortgages. In particular, almost 10 trillion soums will be allocated for mortgage lending, 2.3 trillion soums — to cover the down payment and interest for 20,000 low-income families.

500 billion soums will be allocated to replenish the working capital of contractors with the issuance of preferential loans for up to 18 months with an annual rate of 16 percent and a grace period of 12 months.

Banks will also participate in this process with their own funds.

Additional benefits will be created for construction work and the purchase of housing by the population. In particular, contractors with a rating of "satisfactory" will now be allowed to build five–storey houses, and in the case of nine-storey houses - with a rating of "medium-satisfactory". This will allow almost 2 thousand contractors to participate in construction work.

A "green" standard will be introduced in housing construction. The relevant contractors will be provided with a loan with a rate 1 percentage point lower, that is, at 15 percent per annum.

The Enterprise Development Company will allocate 200 billion soums to provide loan guarantees and partial compensation for interest costs to contractors. The effect of customs privileges on the import of special equipment for housing construction will be extended for another year.

From now on, the requirement to insure mortgage-backed housing will be abolished.

Based on the recommendation of the Mahalla Seven, mortgage loans for the construction and repair of their own homes in the amount of up to 120 million soums will be issued to families included in the program for lifting out of poverty and living in unsuitable housing. At the same time, 15 percentage points of the loan, as well as up to 6 points of the annual interest rate in the first five years, will be covered from the budget.

A Mortgage Refinancing Company plays an important role in expanding public access to mortgages. Over the past three years, its loan portfolio has exceeded 3 trillion soums. The company is tasked with increasing the authorized capital to $ 100 million and expanding the attraction of foreign funds.

The meeting also discussed the construction of the Yangi Uzbekistan arrays.

Today, 38 construction projects have begun in the regions, and 17 more such arrays are planned to be built this year.

However, there are delays in some regions. For example, in Surkhandarya, Andijan, Tashkent, Samarkand, Syrdarya regions, the pace of construction is lagging behind.

In this regard, it was instructed to approve the address list in the context of arrays and speed up construction work. The Head of State stressed that the main requirements should be quality, compliance with deadlines and cost.

It was noted that some unscrupulous developers abuse the trust of buyers, in connection with which the need to strengthen the system of protection of the population in the construction of housing on a shared basis was emphasized. It is determined that minimum requirements for the financial stability of construction and contracting organizations participating in land auctions will be established.

It was noted that dilapidated housing in some regions will be renovated, modern conditions will be created for their residents.
