Uzbekistan strengthens its position in the Global Innovation Index



The Development Strategy of the New Uzbekistan sets the task of improving the country's position in the Global Innovation Index (GII) and inclusion in the top 50 countries of the rating by 2030. To achieve this goal, the following are outlined: improving Uzbekistan's position in indicators that previously ranked low, creating broad opportunities in all areas for the implementation of innovative projects, introducing modern mechanisms to support research and innovative initiatives. As a result, over the past few years, Uzbekistan has for the first time taken a place in the Global Innovation Index ("The Global Innovation Index" — GII). 

Traditionally, the World Intellectual Property Organization (WIPO) has announced the 16th edition of the index (GII 2023) for 132 countries. According to the publication, in recent years, innovative processes in the world have been constantly developing. This is manifested mainly in artificial intelligence (AI), digital biotechnologies based on supercomputing and automation, and deep scientific innovations based on nanotechnology. 
There are different processes going on in the world. As President Shavkat Mirziyoyev noted, the pandemic, natural disasters, earthquakes, armed conflicts, global warming, drought — all this has subjected and continues to subject humanity to serious tests. In such a difficult period, it is not easy to maintain the country's position in reputable international rankings.
Uzbekistan, making its debut, took 93rd place. Now it is among the countries that have risen the most in the top 100 of the rating - Morocco (70th place), Egypt (86th place) and Pakistan (88th place). Our country is in 82nd place. 
As noted above, Uzbekistan has set a goal to become one of the top 50 in the Global Innovation Index by 2030. According to some important indicators of this index, we have low indicators, so the necessary conditions are being created in the country to improve positions and implement innovative projects. As a result, forward movement is achieved, rather than a decline and exit from the index. 
GII is an indicator of the innovative capabilities of countries. At the same time, innovation levels are measured based on criteria such as institutions, human capital and research, infrastructure, loans, investments, and communications. 
The Global Innovation Index is a research platform where countries are ranked according to the level of innovative development. It changes every year depending on the success of states in innovation.
This index consists of several evaluation components divided into several sub-indexes. The GII rating covers the economies of countries and is determined on the basis of about 80 indicators. 
In which components does Uzbekistan have high indicators in this rating and which low indicators should we pay attention to? 
Our republic has become a leading country among the three leading countries in the region of Central and South Asia. According to the results of 2023, Kazakhstan took the first place in the region with a difference of only 0.5: Kazakhstan's indicator is 26.7 and 81st place, Uzbekistan with an indicator of 26.2 is in 82nd place. 
It should be noted that our republic is a member of several international reputable organizations. One of these structures is the Organization of Turkic States (OTG), whose priorities include the development of innovative activities in the countries and their mutual support. The members of this organization have the following positions in the Global Innovation Index: Turkey ranks 39th, Kazakhstan - 81st, Uzbekistan — 82nd, Azerbaijan - 89th, Kyrgyzstan — 106th, observers: Hungary - 35th, and Turkmenistan is not included in the rating.
In recent years, it has been more economicalUzbekistan's cooperation with member States of international organizations creates opportunities for further improvement of the level in international rankings. 
According to the results of the Global Innovation Index for 2023, Uzbekistan was noted among the countries with high efficiency of innovative production, which include India, Ukraine, Vietnam, the Philippines, Pakistan, Senegal, Indonesia. 
In order to achieve the goal set by 2030, Uzbekistan must increase the overall indicators by at least 7.2. 
Taking into account the results of the analysis and the successes achieved, we can say that in the coming years we will be able to achieve our goals by developing science, searching, accumulating experience and continuing to create. 
The fact that Uzbekistan has been rising in the ranking of the Global Innovation Index in recent years can be traced according to seven important indicators (indicators are checked against GII 2022).
According to the first indicator "Institutions", our country has risen by eight positions, from 63rd to 55th. The assessment is based on the parameters of the political situation, the legislative framework, and the business environment.
The best result in this indicator is recognized as the business environment and its management policy, that is, strengths and profitability are indicated. In this area, Uzbekistan has risen from 104th place to 97th. Some countries of the Organization of Turkic States are also evaluated in this indicator. In particular, Turkey is ranked 105th, Kazakhstan is 61st, Azerbaijan is 42nd, and the observer country Hungary is 47th. To improve the results of this indicator, Uzbekistan needs to study the experience of Azerbaijan and Hungary.  
According to the second indicator "Human Capital and Research" ("Human Capital & Research"), our country dropped by 24 positions, taking 89th place. At the same time, attention was mainly paid to the indicators of education, university admission, research and development.  
In this indicator, Turkey is 41st, Kazakhstan is 59th, Azerbaijan is 87th, and the observer country Hungary is 36th. This means that it is advisable for us to use the experience of Hungary and Turkey in this area.  
According to the third indicator "Infrastructure" According to the results of 2023, Uzbekistan took the 73rd place. At the same time, the level of development of information and communication technologies, the main infrastructure, and indicators of the ecological balance were taken into account. 
We have quite strong points here. In particular, information and communication technologies (ICT) are in 63rd place, online government services, although they have decreased by nine positions, but Uzbekistan ranked 57th in terms of them, and our country is in sixth place in terms of capital investments in relation to GDP.
Turkey took 41st place, Kazakhstan - 59th, Azerbaijan — 95th, Hungary — 42nd. Uzbekistan has positive indicators. Studying the experience of highly rated countries — Turkey and Hungary - will allow us to rise even higher in the future. 
According to the fourth indicator of the "Market Sophistication" rating, our country took 69th place, showing a decline. Loans, investments, trade, diversification and market volume were evaluated. 
In this indicator, Turkey took 36th place, Kazakhstan - 87th, Azerbaijan — 85th, Hungary — 64th. Uzbekistan has good indicators here. The result is almost the same with Hungary. To further improve our position, it may be useful for us to study the experience of Turkey. 
According to the fifth indicator of the "Business Sophistication" rating, Uzbekistan took the 78th place. Compared to 2022, the indicators decreased by four positions, although the year before last our country rose to an absolutely record height compared to 2021 (by 49 lines, that is, from 123rd place to 74th).
We have no strengths in these rating indicators.
In the "Attractiveness of business" indicator, Turkey took 46th place, Kazakhstan - 75th, Azerbaijan — 64th, Hungary - 30th. Hungary and Turkey have good results, and we need to study the indicators of business attractiveness in these countries. 
According to the sixth indicator "Scientific and technological results" ("Knowledge & Technology Outputs"), our country took the 78th place. Compared to 2022, progress has been achieved by two positions. At the same time, over the past three years, according to this indicator, our country has risen from 90th to 78th place and, in general, there is an upward trend. 
The international rating also draws attention to the fact that business entities are emerging in Uzbekistan on the basis of ongoing socio-economic reforms, and high labor productivity is noted. According to her height, we took the sixth place in the ranking.
In the indicator "Scientific and technological results", Turkey took 44th place, Kazakhstan - 83rd, Azerbaijan — 114th, Hungary — 26th. Based on the experience of Turkey and Hungary, better results can be achieved. 
According to the seventh indicator, "Fruits of creativity" ("Creative Outputs"), Uzbekistan rose by nine positions (in 2022 — 102nd place, in 2023 — 93rd). At the same time, such indicators as intangible assets, creative goods and services, and online creativity were evaluated.
Here, Turkey took the 27th place, Kazakhstan — the 90s, Azerbaijan - the 100th, Hungary — the 36th.
There is a lot of work to be done on these indicators. Although Uzbekistan is rising to new levels, it is still far away, especially on the creation of intellectual property objects and its commercialization (creation of an intellectual property ecosystem). Improving the efficiency of work in this area to a higher level has been designated by the President as one of the priorities.
In general, it can be noted that Uzbekistan is strengthening its position in the Global Innovation Index and tends to consistently rise. 
For example, according to the first indicator, our country has risen by eight positions — from 63rd to 55th. This was also a manifestation of the effectiveness of the reforms being implemented in the country.
