The tasks of improving the system of technical regulation are defined



On February 26, President Shavkat Mirziyoyev got acquainted with the presentation of proposals for improving the system of technical regulation.

The Agency for Technical Regulation was established in our country to reform and implement modern approaches in the field of standardization.

In recent years, 12 thousand standards have been adopted, and 400 types of products have been tested. As a result, 40 new export markets have been entered.

At the same time, over the past seven years, Uzbekistan's foreign trade turnover has increased 2.5 times and reached $ 63 billion. This year, it is planned to increase exports by 1.5 times to $ 25 billion. The goal of joining the World Trade Organization has also been set.

Based on this, the urgent task is to further improve the existing system of technical regulation, strengthen its role in supporting exports and protecting the domestic market from low-quality goods.

Systematic work is needed to recognize national certificates, increase confidence in the test results of domestic laboratories abroad by replenishing the database of national standards, updating existing and developing new technical regulations in accordance with international requirements.

It is important to integrate 6 information systems and 2 portals in the field of standardization, improve the skills of specialized specialists of ministries and departments, and intensify the work of sectoral technical committees.

The presentation considered proposals developed to solve the problems facing the field.

It is determined that the Agency for Technical Regulation will be transferred to the direct subordination of the Government.

The organization of systematic work on the recognition of national certificates abroad, the establishment of strict control over the prevention of imports of low-quality products, the implementation of the requirements of the WTO Agreement on Technical Barriers to Trade will be identified as the main tasks of the agency.

The agency will also be directly responsible for training specialized specialists and improving their skills, ensuring transparency in working with the public and entrepreneurs through full digitalization of the sphere.

The Head of State noted the importance of continuing work on reaching agreements with developed countries on mutual recognition of test results, the introduction of international quality systems at 1.2 thousand enterprises this year.

It is also necessary to expand the list of products to which the requirements of technical regulations apply, review and update 19 technical regulations, expand work on the introduction of standards and high-precision measuring instruments.

It is proposed to organize an Information Center on Technical Barriers to Trade in the agency's structure for effective interaction with the World Trade Organization.

In order to increase human resources, it is indicated that it is necessary to attract foreign consultants and train specialists responsible for standardization in the context of industries. It is determined that the unified electronic information system "Technical regulation" will be launched.

Having approved these proposals, the Head of state stressed the importance of holding field meetings with enterprises and entrepreneurs to study their problems and proposals in the field of standardization, and also instructed to implement specific plans for the development of standards and the creation of laboratories.
