Strategy "Uzbekistan - 2030": five steps to progress



Six years ago, at the initiative of the President, the Strategy of Uzbekistan's Actions for 2017-2021 was adopted, which incorporated five priority areas of socio-economic development. As part of its implementation, about 300 laws, over four thousand decrees and resolutions of the head of state were adopted, aimed at radically reforming all branches of state and public life. As its logical continuation, the Development Strategy of the New Uzbekistan was approved, in which the basic principle of "The State for man" was put forward.

It absorbed the proposals received during the discussion from representatives of different segments of the population, and indicates an increase in the sense of citizens' involvement in the ongoing processes. The Decree of the President of the Republic of Uzbekistan on the Strategy "Uzbekistan-2030" and the decree of the Head of state "On measures for the qualitative and timely implementation of the Strategy "Uzbekistan-2030" in 2023", published recently, aroused great interest of the general public. 
The new policy document, set out in a simple and accessible form for everyone, clearly sets one hundred goals in five priority areas of development. Of these, 44 are aimed at creating decent conditions for each person to realize their potential. At the same time, the main attention is paid to the provision of education and public health, youth policy issues, the social sphere, reforms in the field of spirituality. In order to ensure the well-being of the population through stable economic growth, it is planned to implement 17 goals aimed at developing economic reforms, increasing incomes of the population, developing advanced industries, accelerating reforms in the banking sector, and developing domestic and foreign tourism. 
Saving of water resources and environmental protection are also identified as one of the priority areas of development. In the Strategy "Uzbekistan-2030", the task of increasing the culture of water use is set as relevant in this direction. The document reflects 12 important program goals aimed at the widespread introduction of Green Energy technologies, the implementation of reforms in the field of environmental protection, and the prevention of negative consequences of global problems related to climate change. 
As a priority direction of development, the tasks of ensuring the rule of law, creating public administration that serves the people, improving public administration, reforming the judicial and legal system are identified. They are reflected in the 16 goals of the Strategy "Uzbekistan-2030".
The consistent implementation of the initiated reforms largely depends on peace and tranquility in the country. These issues are reflected as a separate direction. 11 program goals are aimed at carrying out an open, pragmatic and active foreign policy, strengthening the security and defense potential of the country, strengthening interethnic unity in society. 
In his election program, the President set specific targets for the radical improvement of education and medicine for the next seven years. They are reflected in the draft Strategy "Uzbekistan-2030". The document reflects important indicators in preschool, school, vocational and higher education, which are planned to be achieved in the coming period. In particular,
it is planned to increase the coverage of preschool education from today's 80 to 100 percent by 2030. 
In order to improve the status of teaching staff, to bring their knowledge and qualifications in line with international standards, one thousand educators and teachers will undergo training and advanced training abroad. Free bus service is provided for students of 715 secondary schools located in remote and hard-to-reach areas. The level of higher education coverage will be increased from the current 9 percent to 30 percent. In the Strategy "Uzbekistan-2030", this indicator is planned to increase to at least 50 percent. Another very important issue for the sphere is providing university students with dormitories. In the next seven years, it is planned to build and put into operation student dormitories for 150 thousand places. 
Strengthening the health of the population, providing high—quality medical services is one of the priorities of the state. The document contains important targets for bringing the life expectancy of the population to 78 years, reducing child and female mortality, reducing cancer rates, conducting at least twice a full preventive examination and rehabilitation of the population aged 55 years and older, forming a healthy lifestyle and proper nutrition. 
The strategy "Uzbekistan-2030" is an important program for each of us. It is aimed at ensuring the progress of the Motherland and the interests of all citizens. Consolidation of efforts of the whole society, cohesion and unity of action are necessary for the successful implementation of the set goals.
